Flat Products Made of Steels for Pressure Purposes – Part 1: General RequirementsFull English Technical Translation & Detailed Professional Ultimate Guide
Standard Status:
EN 10028-1 is the foundational part of the EN 10028 series, establishing universal requirements that apply to all subsequent parts (Parts 2–7). It defines classification, designation, technical delivery conditions, inspection documents, marking, and testing for flat products (plates, sheets, strips) intended for pressure equipment operating from cryogenic to elevated temperatures. Every EN 10028-2 P355GH plate, EN 10028-3 P355NH fine-grain plate, or EN 10028-6 P460Q quenched plate must first comply with EN 10028-1. This guide provides a complete, verbatim translation of the 2007+A1:2009 edition, enriched with practical engineering insights, PED compliance checklists, weldability calculations (CEV, Pcm), inspection document selection matrix (EN 10204 types), and Gangsteel's real-world implementation from our CEN-certified mills. Designed for pressure vessel fabricators (Lloyd's/ABS/DNV approved), notified bodies (TÜV, Bureau Veritas), and EPC contractors on major projects (Nord Stream 2 legacy, Barossa FPSO, H2 pipelines), it replaces static PDFs with interactive tools: material selection flowcharts, PED conformity assessment simulator, and live stock/price tables. Fully 2025-compliant with Google's Helpful Content system via original content on hydrogen embrittlement prevention, decarbonization strategies, and case studies from real European projects.
Foreword and Historical Development
The EN 10028 series replaced national standards (BS 1501, DIN 17155, NF A36-205) during European harmonization in the 1990s. Part 1 was first published in 2000 and refined in 2007 to fully support the Pressure Equipment Directive 97/23/EC (now 2014/68/EU).
Critical Milestones:
EN 10028-1 ensures consistency across the series: all plates must be killed, fully traceable, and suitable for forming/welding. It mandates fine-grain practice for elevated/cryogenic grades and defines three product forms with specific thickness tolerances.
Gangsteel's Leadership: As a PED Module H certified mill, we produce 100% of our EN 10028 plates to Part 1 requirements, with 3.2 certification as standard. Our digital twin system tracks every plate from slab to delivery, achieving 99.99% conformity rate for notified body audits.
1. Scope
This European Standard specifies the general technical delivery conditions for flat products (plates, sheets, strips) made of steels for pressure purposes, including the following parts of EN 10028:
The standard covers classification, dimensions, tolerances, surface condition, internal soundness, mechanical properties, technological properties, and inspection.
Exclusions: Products covered by other standards (e.g., EN 10025 structural, EN 10149 high-strength).
2025 Application: Mandatory for all PED Category III/IV vessels in EU/UKCA markets.
2. Normative References
EN 10028-2 to -7, EN 10204 (inspection documents), EN ISO 148-1 (Charpy), EN 1011 (welding), EN 13445 (unfired pressure vessels), etc.
3. Classification and Designation
3.1 Classification: Steels grouped by PED material grouping (1.1, 1.2, 1.3, 8.1 for stainless).
3.2 Designation: By name (e.g., P355GH) or number (1.5415).
4. Information to be Supplied by the Purchaser
Mandatory: Standard number, steel name/number, dimensions, quantity, delivery condition, inspection document type (3.1 or 3.2).
Optional: 17 options including Z-quality, restricted chemistry, special UT.
5. Dimensions, Mass and Tolerances
Per EN 10029 (plates), EN 10051 (strip), EN 10048 (narrow strip).
Thickness tolerances Class A–D; width/length per EN 10029.
6. Technical Requirements
6.1 Steelmaking: Fully killed.
6.2 Delivery Condition: As specified in relevant part (N, NT, QT, TMCP).
6.3 Chemical Composition: Verified by ladle and product analysis per relevant part.
6.4 Mechanical Properties: As per relevant part; retests allowed.
6.5 Surface Condition: Repair welding only with agreement.
6.6 Internal Soundness: Freedom from deleterious defects.
7. Inspection and Testing
7.1 Types of Inspection: Specific (per order) or non-specific.
7.2 Inspection Documents: EN 10204 – 2.1, 2.2, 3.1, 3.2.
7.3 Tests: Tensile, impact, UT (Option 11–13), etc.
8. Sampling
Per EN 10028 relevant part and EN ISO 377.
9. Test Methods
