EN 10028-1 is the foundational part of the EN 10028 series, establishing universal requirements that apply to all subsequent parts (Parts 2–7). It defines classification, designation, technical delivery conditions, inspection documents, marking, and testing for flat products (plates, sheets, strips) intended for pressure equipment operating from cryogenic to elevated temperatures. Every EN 10028-2 P355GH plate, EN 10028-3 P355NH fine-grain plate, or EN 10028-6 P460Q quenched plate must first comply with EN 10028-1. The EN 10028 series replaced national standards (BS 1501, DIN 17155, NF A36-205) during European harmonization in the 1990s. Part 1 was first published in 2000 and refined in 2007 to fully support the Pressure Equipment Directive 97/23/EC (now 2014/68/EU).

1. Scope

This European Standard specifies the general technical delivery conditions for flat products (plates, sheets, strips) made of steels for pressure purposes, including the following parts of EN 10028:

  • Part 2: Non-alloy and alloy steels with specified elevated temperature properties
  • Part 3: Weldable fine grain steels, normalized
  • Part 4: Nickel alloy steels with specified low temperature properties
  • Part 5: Weldable fine grain steels, thermomechanically rolled
  • Part 6: Weldable fine grain steels, quenched and tempered
  • Part 7: Stainless steels

The standard covers classification, dimensions, tolerances, surface condition, internal soundness, mechanical properties, technological properties, and inspection.

Exclusions: Products covered by other standards (e.g., EN 10025 structural, EN 10149 high-strength).

2025 Application: Mandatory for all PED Category III/IV vessels in EU/UKCA markets.

3. Classification and Designation

3.1 Classification: Steels grouped by PED material grouping (1.1, 1.2, 1.3, 8.1 for stainless).

Mandatory: Standard number, steel name/number, dimensions, quantity, delivery condition, inspection document type (3.1 or 3.2).

6. Technical Requirements
